UGC Guidelines: Universities to Refund 100% fee for Admission Cancellation till Oct 31
UGC has issued a notification mandating universities to refund fees in the event of cancellations or migration by October 31, 2022.
UGC Guidelines: To avoid financial hardship for parents as a result of Covid-19, the University Grants Commission (UGC) has asked universities to refund the entire fee in cases of cancellation of admission or migration of students up to 31 October 2022.
As per the UGC Issued Guidelines on 16 July 2021, the commission issued ‘the UGC guidelines on examination and academic calendars in light of the Covid-19 pandemic’. Guidelines stipulate the provision of fee refunds for all cancellations of admissions or migration of students during the academic session 2021-2022.
Several entrance examinations have been delayed, causing admissions to be extended until 20 October 2022., including the:
- Common University Entrance Test (CUET 2022)
- Joint Entrance Examination (JEE Main 2022)
- JEE Advance
The National Testing Agency (NTA) will complete CUET 2022 phase 2 on August 20 with results expected in 15 days. That is, by the time the central university admissions process is completed, the refund window will have closed.

Statement from UGC
In light of this, the UGC stated in a letter, “It has been decided by UGC that full refund of fees should be made by the higher educational institutions on account of all cancellations of admissions/ migrations of students up to 31 October 2022 for the academic session 2022-23 as a special case.”
It is made clear that the entire fee, including all charges, should be refunded. “Thereafter, on cancellation/ withdrawal of admissions up to 31 December 2022, the entire fee collected from a student should be refunded in full after deducting no more than Rs 1000 as processing fee,” it added.
