Are 10th-standard passed or non-passed students considered an undergraduate?

Students who have passed or failed the 10th grade are referred to as Matriculate or 'Matric Fail' respectively. Even though the term “Undergraduate” is best suited for someone on the path of becoming a graduate, anybody who has not completed their graduation degree could technically be an undergraduate.
