Public Universities to Ensure Transparency in Their Operations: HED
The Higher Education Department (HED) directed all higher institutes across India to ensure transparency in administrative functioning. The department has issued a 10 days window for enclosing the report on the functioning of their respective websites.
The Higher Education Department (HED) has instructed all higher institutes and public universities to establish a transparent environment across all sections of administration. Public universities are further advised to create official social media handles and upload all the relevant information about their functioning on official websites.
The Universities Heads are further instructed to encourage and promote transparency. By the end of December 2022, all universities must be registered with the Academic Bank of Credits (ABC). ABC is initiated by the Ministry of Electronics and Information Technology (MeitY) and the Ministry of Education (MoE), allowing students to enter, exit and store subject credits for a minimum period of 7 years.
The HED further instructed the universities to create grievance accounts on social media for students. By creating grievance social media accounts, students of all levels will be given a platform to interact directly and report any grievances they face. The Universities are encouraged to sign at least 5 MoUs with industries as partners. Signing MoUs would increase the employability rate among graduates.
Furthermore, HED authorities advised the universities to upload financial details such as pension fund details, grants-sanctioned employees' monthly income data, corpus funds, HRMs and non-HRMS payments, and other expenditures.

How Will Grievance Portal Help Students?
A centralized grievance platform should be must be all Institutions across the country. The grievance platform is constituted to ensure reporting of grievances from students and maintain a healthy atmosphere in the higher institutes. Providing a platform where students can express their concerns uplifts society and maintains a harmonious educational environment among students and teachers.
Furthermore, the University Grants Commission (UGC) launched a centralized grievance portal, "e-Samadhan," for students, teaching, and non-teaching staff. The portal allows hassle-free resolving of grievances. UGC has entities, including 1043 universities, 42343 colleges, 3.85 billion students, and 15.03 lakhs teachers in the centralized "e-Samadhan" portal.
